Project Details

Africa
Osprey International supported a Gold mining operation in southern Mali from 2013 to 2021.
Importantly, this involved the establishment of a Malian business entity to ensure appropriate governance to meet national requirements. This period saw the security environment transition from benign to high risk demanding adaptive risk management. The security risk was associated with theft, community aggression and notably the rise of armed incursions from Islamic extremism.
Osprey’s solution was underpinned by the Voluntary Principles of Security and Human Rights (VPSHR) and involved embedding an experienced capability on site to Project assess, plan and manage all the operation’s security requirements. Osprey services included a robust management team, project management of infrastructure design and construction, liaison and tasking of local government and contractor security force elements, expat response force teams, canine team and drone assets. In addition to the African operation, Osprey assisted in the development of the client’s corporate security systems and crisis management arrangements.

Energy Sector
Osprey has provided embedded and on occurrence consultancy services around Security Risk Management to international energy sector clients for over 20 years.
This has included being the sole provider for Australia’s four biggest energy projects namely Wheatstone, Gorgon, Ichthys and Prelude. In addition, on the ground solutions have been committed, often on short notice, in response to increased security related risk events.
Services have involved:
- Developing security policy and procedures aligned with broader global and project systems and requirements
- Delivering security risk assessments and plans for regulated and non-regulated environments.
- The design and facilitation of drills and exercises aligned with security, safety and emergency response plans
- The conduct of audits and reviews of plans

Leadership in Mining
Osprey has been delivering Leadership Development solutions to clients with a focus on project and front-line leadership on major construction and closure projects.
Projects have been in remote and metropolitan locations in Australia and Argentina Osprey’s approach partners with clients to underpin the workplace with a culture of Trust.
This involves deliberately aligning leadership stakeholder expectations, individual development of leaders at all levels in practical leadership concepts and practices, imbuing the workforce with positive mindsets and behaviours. Importantly, Osprey’s services emphasise in the field development experiences over classroom teaching ensuring minimal impact on project daily schedule and maximising concept understanding and application.

Toothfish Pirates
Osprey assisted an Australian licensed fishing operator facing the collapse of its Patagonian Toothfish industry due to illegal poaching operations.
The fishery was located 4000km southwest of Perth in the Southern Ocean. Ospreys approach involved included:
- Investigating a series of front companies and blind entities situated in Indonesia, Hong Kong and Singapore to map a sophisticated structure owned by a public entity in Hong Kong.
- Conducting surveillance activities to identify the poaching process including specific vessels involved and how they operated through international ports.
- A public campaign including a social media strategy identifying pirate vessels that were “rebirthed” at sea to avoid detection.
- Planning for a viable solution based on physical intervention in a move to self-help due to Government inaction. The solution was based on legal input and vessel design.
Osprey’s report was supplied to the ABC’s documentary television program Four Corners and contributed to the episode titled “The Toothfish Pirates” which was screened on 30 Sep 2002. This resulted in Australian Government action to establish a permanent and effective law enforcement regime within the Heard and Macdonald Islands EEZ resulting in a viable fishery to this day. Illegal, unregulated and unreported fishing has been reduced by 95% since peak levels in the 1990’s.


Iraq Elections
Osprey won the contract to provide security and logistic support for the first UN backed election in Iraq in 2005.
This included the transport of registration and voting material from outside Iraq to twenty one locations across eighteen provinces in Iraq, including ensuring the security for the IECI staff accompanying the material and importantly the tracking of material and chain of custody.
The operation was conducted in two phases, namely:
- Voter registration: moving 330 tons of registration material into Iraq and distribution to voting locations throughout Iraq. Material was subsequently recovered to Dubai.
- Polling Phase: moving 3000 tons to voting locations and recover Tally sheets to IECI
The operation was planned and executed on very short lead times with contract awarded on 3 October and mission completed by 17 December. The threat environment was high all major anti-Iraq forces vowing to upset the election. Execution was hampered by with restrictions preventing the use of multi national force assistance (in particular those from the United States).
Banking services in Iraq were non existent and infrastructure and logistics systems were rudimentary. The operation included the recruitment and mobilisation of a contracted force comprising 170 international and 350 local nationals.
The contract was successfully completed with no loss of life and a small loss of registration and voter material well with acceptable limits to consider the election a success.
